The state of those two packs (My Wedding Stories and High School Years) highly suggests a game being pushed to life support status. Even the pack released between, which was in more polished shape, had a lot more QA listed, but given how soon it released after the pack before it, there's a good chance it was in development before the one that released before it and had the advantage of them still assigning a reasonable amount of QA. Unsurprising given the state they were in but surprising given their potential appeal and prior packs, those two packs also had only about a half dozen people listed in the credits under QA, whereas typical packs would have dozens. My Wedding Stories drummed up some fake story about Russian anti-LGBT laws to buy it a week of extra development and still was in such a shape the "Game Changers" warned people not to buy it and the patch notes for it two months after release were a huge document that could be summed up as "We finally got it into beta state." And two of the three packs released this year - the two with the broadest appeal, at that - have released in horribly unfinished state, despite being a laundry list of "features" that are incredibly shallow. Seems some staff aren't working as much on Sims 4 right now. But the signs are there in the background.
